In the small hall of the St. Petersburg judge Anzhelika Morozova on Monday it was hard to breathe. Three dozen spectators - journalists, support groups, lawyers and others - occupied all the benches and chairs. The part didn't fit.

In a small cage were the former head of the Main Directorate of the Ministry of Internal Affairs for the Northwestern Federal District Vitaly Bykov, the former police chief for the same district Alexander Monastyrshin and his ex-subordinate Ivan Lozyuk. On the front bench are two former employees of the same Main Directorate of the Ministry of Internal Affairs for the Northwestern Federal District: Svetlana Shatova and Irina Burkhanova.

All five previously worked in the department, which was liquidated in May 2014 by decree of Russian President Vladimir Putin.

According to investigators, the defendants prepared orders, on the basis of which three dozen former employees were paid a bonus totaling 19.1 million rubles. At the same time, the dates on the documents were put down retroactively - before the decree on the liquidation of the department appeared. In addition, Bykov, Monastyrshin and Lozyuk were allegedly introduced to the construction company LSR. The company began the transfer of apartments worth 101 million rubles, but then it turned out that the department from which the letter came was being liquidated. In the Dzerzhinsky district court of St. Petersburg, the case was considered for more than nine months. Among the witnesses was interrogated the head of the Main Directorate of the Ministry of Internal Affairs for St. Petersburg and the Leningrad Region, Sergei Umnov, who was subordinated to the employees of the liquidated department three years ago.

Judge Anzhelika Morozova fluttered into the hall at more than noon. Her first words did not leave hope to the accused.

“The court established guilt in misappropriation or embezzlement, official forgery and attempted fraud,” Morozova nailed.

So, according to the verdict, the crime was committed under the following circumstances. On May 5, 2014, the Main Directorate of the Ministry of Internal Affairs for the Northwestern Federal District was abolished by presidential decree. Bykov, who held the position of head of the department, agreed with Lozyuk, Shatova and Burkhanova on the joint embezzlement of money held on the personal account of the department in the bank "Saint Petersburg". For this purpose, an order was prepared to award bonuses to about 30 employees in connection with their performance of difficult tasks. Bykov coordinated the actions of the entire group, and also compiled a list of those in need. Together with Shatova, they calculated the required amount, after which the head of the Main Directorate of the Ministry of Internal Affairs signed the documents, and Shatova registered them retroactively. In total, 19.1 million rubles were to be spent on the awards. Bykov signed the document.

Then Lozyuk informed the awardees that they had to transfer part of the money in the amount of 100 thousand rubles. There were no objections.

While the judge read out the guilty verdict, Bykov sat with an absolutely straight face. Monastyrshin's face was not visible - active at previous meetings, he sat silently, covering himself with his hands. Shatova fanned herself with a handkerchief.

Morozova, on the other hand, moved on to the second part of the accusation - “apartment”.

“At the same time, the crime was not brought to an end due to circumstances beyond their control,” Morozova minted.

As the court established, the letter sent to LSR was signed by Monastyrshin. The apartments were handed over to the relatives of the defendants and Loziuk.

At the second hour of the reading of the verdict, the hall became quite stuffy. From the open window poured music from passing cars. By three o'clock the journalists began to photograph the stack of sheets on the judge's table. They were clearly not declining at the rate that the press had hoped for. By five o'clock, one of the policemen clearly felt sick - the convoy was replaced. And by the sixth, Monastyrshin was not very well either. However, the ambulance was not called.

During the trial, the defendants chose approximately the same line of defense. So, Bykov claimed that the Main Directorate of the Ministry of Internal Affairs for the Northwestern Federal District was “deleted” from the Unified State Register of Legal Entities only on November 14, 2014, therefore there is no corpus delicti in his actions. Three years ago, he allegedly consulted with a lawyer about whether he has the right to sign orders, to which he received an affirmative answer. Say, he was endowed with rights, and no one released him from his post. Why the dates were backdated on the documents, he does not know - perhaps this was related to the subordinates who held a grudge.

Shatova stated that, from her point of view, the head of the unit (that is, Bykov) had the right to issue orders for bonuses to subordinates, and she had no doubt that he acted within his powers.

Burkhanova justified herself in court by the fact that her husband, who worked as an operative, was never encouraged. And Monastyrshin went against Putin’s words altogether, saying that he considers the decree of the head of state to be incomplete – they say, it did not follow from it that the State Administration was abolished. And the employees were waiting for an explanation of the order from Vladimir Kolokoltsev.

Loziuk had the hardest time - at the investigation stage, he actually confessed to what he had committed and recognized the illegality of his actions. However, he refused to testify at the trial, saying that the investigator put pressure on him.

Morozova had to make a choice whom to trust: Vladimir Putin or the defendants. The outcome was predetermined.

Similar charges were brought against Monastyrshin, Shatova, Loziuk and Burkhanova. The prosecution in the debate asked the court to appoint them up to 10 years in prison.

In addition, according to the investigation, during the liquidation of the Main Directorate of the Ministry of Internal Affairs, Bykov also tried to illegally register 20 apartments worth more than 100 million rubles in the name of friends and relatives, which were built to improve the living conditions of police officers.

The prosecutor's office does not rule out that the verdict will be appealed. However, the lawyers of the defendants are still cautious about the possibility of appealing against the court decision, citing the need to consult with their clients.

- Under Bykov, I performed staff functions, was an analyst, planned the work of the ORC, conducted office work, prepared reports for the Ministry of Internal Affairs on organized crime, and sorted out incoming correspondence. I was sitting in the waiting room of Monastyrshin. Helped him as needed. The monthly salary was 40-50 thousand rubles. In May 2014, 370 thousand "fell" on the card. Prize is great! – And what exactly did they help Monastyrshin?

- Were you pressured during the investigation? Isn't that the reason for your retirement?

I don't have a very high opinion of him as a person. He was not in conflict with him, but rather strained relations. He performed his work in full and with high quality. But he was regularly subjected to Bykov's dissatisfied attitude. In general, working with him, I realized that he does not appreciate subordinates who professionally perform their duty. Bykov surrounded himself with "his" people, that is, those with whom he had previously worked. His people were not distinguished by professionalism, but attributed the merits of others. On the eve of the Dzerzhinsky District Court of St. Petersburg, a verdict was passed in a high-profile criminal case of embezzlement during the liquidation in 2014 of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the North-Western Federal District.

At the same time, from the very first lines of the judicial act, it became clear that the guilt of all five defendants in the case had been proven.

The scandal with the embezzlement of budgetary funds of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the North-Western Federal District erupted in May 2015: then the former head of the head office, Major General Vitaly Bykov, was detained, who was transferred from St. Petersburg to Moscow. Here, the investigators of the ICR charged him under Part 4 of Art. 160 of the Criminal Code (embezzlement on an especially large scale), and the Basmanny Court authorized his arrest. Subsequently, two of his deputies, Ivan Lozyuk and Alexander Monastyrshin, were detained and arrested. At the same time, the court ordered detention on the day of his birth - January 27, 2016.

Before the Dzerzhinsky District Court, which began considering the case of golden parachutes in September last year, in addition to the former heads of the Main Directorate of the Ministry of Internal Affairs for the Northwestern Federal District, two more ex-employees of the department appeared - the deputy head of the conspiracy, personnel and civil service department Irina Burkhanova and the head of the financial and economic department Svetlana Shatova. In total, they were charged with embezzlement of 19.1 million rubles. or aiding in it; attempted fraud (Art. 30, Art. 159 of the Criminal Code) with 21 apartments, the cost of which was estimated by the investigation at almost 102 million rubles, and official forgery (Art. 292 of the Criminal Code).

According to the TFR, in 2014, on the eve of the dissolution of the department, Vitaly Bykov retroactively issued an order to reward 32 employees for performing particularly difficult tasks in the amount of 400-750 thousand rubles. Such remuneration, according to the investigation, was actually comparable to the annual income of an employee of the department. At the same time, as witnesses noted, there was nothing to reward the Glavk for: for example, the work of the department in the first quarter of 2014 was recognized as unsatisfactory. Moreover, the list did not include department employees who served for six months in hot spots. At the same time, as the prosecutors noted in court, Alexander Monastyrshin, who had an unresolved reprimand, was among those encouraged.

After the bonuses were paid, according to the investigation, Ivan Lozyuk informed the recipients that they should give him 100 thousand rubles each. for transfer to Vitaly Bykov. Thus, according to the materials of the case, 19.1 million rubles were spent.

The second episode of the case is connected with an attempted fraudulent theft of 21 apartments. Housing (four two-room, three three-room, the rest one-room apartments) was to be handed over to the police officers by Nedvizhimost Severo-Zapad LLC. However, the list of recipients, as stated at the trial, did not include police officers who needed housing, but relatives and acquaintances of the defendants in the case. Merchants who learned about the abolition of the Main Directorate of the Ministry of Internal Affairs for the Northwestern Federal District turned to the liquidation commission and the Main Directorate of the Ministry of Internal Affairs for St. Petersburg and the Leningrad Region for clarification - as a result, the transfer of apartments was stopped.

During the trial, the defendants pleaded not guilty. However, the Dzerzhinsky District Court, having studied the materials provided to it by the prosecution and defense parties, came to the conclusion that the guilt of the defendants in the case was proved. Vitaly Bykov, for whom the prosecutor's office requested 12 years in prison, was sentenced to seven years in prison and fined 400,000 rubles. and stripped of the rank of Major General. The court sentenced Alexander Monastyrshin and Ivan Loziuk to 3.5 years and five years in prison, respectively. The latter was fined 200 thousand rubles as an additional punishment. Svetlana Shatova and Irina Burkhanova were given suspended sentences. In addition, convicts are deprived of the right to hold positions in the civil service.

After the process, lawyer Andrey Chertopolohov, representing the interests of Vitaly Bykov, told Kommersant that he intended to file an appeal against the verdict.

Leonid Shtelmakh, the former commander of the special rapid reaction unit (SOBR) of the Main Directorate of the Ministry of Internal Affairs of the Northwestern Federal District, entered the hall. Shtelmakh's arrival was kept secret until the last moment, even from lawyers, and by hurriedly flipping through the pages, Bykov and company either refreshed their memory or concealed their confusion. It was not clear.

How obscure was the mystery surrounding this witness. Even the only deputy Bykov who remained at large, the current general of the St. Petersburg headquarters, was not hidden so carefully. Well, SOBR, well, Stelmakh.

And Shtelmach began - for peace. Fourteen fighters were subordinate, his salary was 85 thousand rubles a month, the maximum bonus from Bykov was fifteen thousand, but he has no hostility towards the prisoners. In fact, he is now retired.

By May 2014, when Putin liquidated the Main Directorate of the Ministry of Internal Affairs of the Northwestern Federal District, ten Shtelmakh fighters were on a business trip in Dagestan. They had to be released.

I went to the authorities on two issues - how to return the guys and who will provide them with full financial allowance, - Shtelmakh explained.

According to him, Alexander Monastyrshin, the deputy head of the main department, who was directly subordinate to the SOBR, withdrew himself: they say, the department no longer exists.

Nerva added a notice from the bank. Shtelmakh received a salary in the amount of salary and rank, without length of service and other allowances. The Sobrovites, languishing in Khasavyurt, were also alarmed, having not received travel and "combat" allowances. They were evacuated ahead of schedule to St. Petersburg. In total, nineteen million were transferred to the elect. Since the total amount of unpaid allowances for SOBR employees was 800 thousand rubles, that is, 4% of the bonus fund that went to others, one can imagine Shtelmakh's reaction.

But it was too late. Rumor has spread. The audit found out, the rumor reached its own safety. And only then did the FSB, intrigued by the publicity, come to General Bykov and his deputies.

It was, however, too late. The "Golden Parachutists" made payments to cover loans, repair apartments, vacations and other liberties. And only Kanasheva kept the money. Stelmakh said:
