This expression appeared in the Russian language of the Soviet period after the so-called "Stockholm Appeal" was published in Pravda on April 1, 1950. The appeal was adopted (March 19, 1950) by the third session of the Standing Committee of the World Peace Congress. It contained a call for a ban on atomic weapons, a call for massive support for such a ban: "We call on all people of good will around the world to sign this proclamation."
In order to win over the maximum number of supporters of peace and disarmament, regardless of their ideological convictions and political views, the authors of the appeal deliberately used a de-ideologized expression, well known in the West. The authors usually not only indicated in it the ecclesiastical origin of this or that turnover, but also gave an exact reference to the chapter and verse.
