Everyone who has reached the age of eighteen and has not crossed the threshold of twenty-five is interested in whether there will be mobilization in Ukraine in 2017.

This problem primarily confronts those young people who plan to enroll in training, for example, in the correspondence form, which is not a guarantee of postponing service for mobilization, or those who plan to have a child or get married and do not want to leave a newly created family for the sake of serving in the army. In addition, it is widely believed that the specifics of the mobilization in 2017 provide for the involvement in the ranks of military personnel in the line of fire of those persons who were just mobilized. Of course, the prospect of going out to kill people frightens those who have never held firearms in their hands and generally have an openly negative attitude towards war. Simply put, mobilization is "training" for the future, and not sending immediately to the front.

Preliminary and regular waves of mobilization

During 2014-2015, six mobilizations were carried out for a military conflict on the borders of the country, another, the seventh wave, was planned by order of the President of Ukraine for May-June and October-November of 2016 (2016). However, within the framework of this call, it was already planned to attract military personnel with experience. These are those who have already completed military service, those who took part in the anti-terrorist operation in the east of the country, those who took part in hostilities and have military experience. The size of the recruitment depended on those combat units that needed additional staffing, for example, tankers, scouts, artillerymen, infantrymen, and so on. In addition, it also depended on the military-political situation both in the country and abroad, and on the mood of the political leadership of the country. Now this also applies to the question of whether there will be a wave of mobilization on the 8th, 9th, 10th in 2017. That is, if the President issues an order on the next wave of mobilization, then it will be carried out as soon as possible, if the employees do not receive any document on this score, then there will be no mobilization, even if it was included in the plans of the Ministry of Defense.

So far, there is no information about the time of the next wave of mobilization, but the Ukrainian authorities are not going to abandon the practice of mobilization yet. In the conditions of a military conflict, it will not be possible to completely abandon the mobilization, however, officials do not comment on the question of when the mobilization will begin and end in 2017. The authorities, analyzing the results of previous drafts into the army and mobilization, testify that conscripts perform worse in the period of training and at the front than mobilized, since conscripts are mostly young guys who have no experience, and in the ranks of mobilized, especially of their own free will, often those who have already taken part in hostilities and have experience get into it. Opinions regarding the ability of the contract army to defend the country vary widely: some believe that only a special army can resist the invaders, others think that those who went to the front for the sake of money do not have the same spirit of patriotism as the mobilized.

Who is subject and not subject to mobilization

First of all, they will mobilize those who have practical experience in combat operations and have specialties that can be quickly retrained for military. These are engineers, tankers, mechanics, scouts, the entire branch of technical specialties and officers. In addition, each unit will make a request for the people they need, which will reduce the cost of retraining and providing the army. Of course, great hopes are pinned on those mobilized of their own free will, since these are mostly those who have already been in the ATO more than once, and who almost do not need to be trained in order to be sent to the front.

Traditionally, citizens who are not subject to mobilization in 2017 can breathe easy: no next wave will touch them. Those who could not for health reasons, those who are full-time students or graduate students, those who have custody of two or more children under the age of eighteen, adoptive parents, guardians, under the new law even scientists and teachers (who have a scientific degree and work 75% of the working time), those who have already retired and people's deputies of Ukraine cannot be recruited into the country's military forces.

Conducting officer mobilization became possible thanks to a law signed by the president on improving the procedure for military service. According to Mark Andrusyak, deputy chief of the main personnel department of the General Staff of the Armed Forces of Ukraine, after the approval of the law, it became possible to introduce in the army such a type of military service as a conscription service for officers.

"This is an analogue of urgent military service, but citizens of Ukraine who graduated from military training departments and received the rank of reserve junior lieutenant under the age of 43, who have not completed military service, will be involved in it. The term of this service is 18 months," Andrusyak explained.

The General Staff plans to call up non-serving officers, who are also called "jackets" in army slang, on a quarterly basis. The first wave of conscription will begin in February, and in total in 2017 about 4,000 such officers are going to be called.

To the main question, whether the jackets will serve in the ATO zone, Mark Andrusyak answers in the affirmative. "But only after appropriate preparation," adds the representative of the General Staff.

Indirectly, this information was also confirmed by the head of the General Staff, Viktor Muzhenko, who stated that the main goal of the army’s personnel policy in 2017 is the recruitment of officers. At the same time, the entire system for selecting officers should be aimed at providing combat units, respectively, sitting in the rear with "jackets" will not work.

"We need to systematize data on the availability of reserve officers who are able to serve. In particular, this applies to people who have not served, but have a higher education and received military ranks reserve officers. Every year, 9-10 thousand people receive such officer ranks. This is a powerful resource that should be effectively used," Muzhenko stressed.

The General Staff is counting on the prospect of signing a contract with called-up reserve officers, because according to the new law on improving the procedure for military service, contracts that were concluded for the period of the special period in Ukraine, but in fact were indefinite, will be canceled in the Armed Forces of Ukraine. Accordingly, the "jackets" should replace those who decide to break the indefinite contract at the front. "This is one of the sources of compensation for the dismissal of persons who will receive such a right under the law," Andrusyak added.

However, the question arises to what extent such officers will be really useful to the front and whether they will be able to adequately command personnel, having neither combat nor army experience.

Experts interviewed by "Apostrophe" assure that the lack of experience will not be a big problem. “I think that the rotation at the front should be more frequent, because the conditions are tough, the guys on the front line get very tired.
