Admission of citizens and servicemen to a military institute is carried out on a competitive basis based on the results of professional selection, due to the admission of trainees to the federal state military service under a contract.

In accordance with paragraph 7 of Article 35 of the Federal Law of March 28, 1998 "On Military Duty and Military Service" (as amended by the Federal Law of July 6, 2006), citizens expelled from military educational institutions of vocational education or military training centers under federal state educational institutions of higher professional education for indiscipline, poor progress or unwillingness to study or who refused to conclude contracts for military service, as well as citizens who graduated from these educational institutions and were dismissed from military service earlier than the period established by the contract for military service, on the grounds provided for in subparagraphs " e", "f", "e.1" and "h" of clause 1, subparagraphs "c" and "e" of clause 2 of Article 51 of this Federal Law, reimburse federal budget funds spent on their military or special training.

Citizens who at the time of admission to the military institute are under 18 years of age, submit a notarized written consent of their legal representatives - parents, adoptive parents or trustees for compensation in case of expulsion of a citizen from a military institute for indiscipline, poor progress or unwillingness to study, as well as in case of refusal to the conclusion of a contract for military service of federal budget funds spent on military or special training of a citizen, for the time before the conclusion of a contract for military service.

III. STRUCTURE AND PROCEDURE FOR PROFESSIONAL SELECTION OF CANDIDATES FOR ADMISSION TO A MILITARY INSTITUTE

Professional selection of candidates for admission to study from among citizens who have completed and have not completed military service, and military personnel is held from July 2 to July 27. The results of all entrance examinations, including additional ones, are evaluated on a hundred-point scale.

The minimum number of points based on the results of the Unified State Examination and additional tests, confirming the successful completion of entrance examinations, is established by the Federal Service for Supervision in Education and Science.

Graduates of educational institutions of previous years, educational institutions of primary vocational education and secondary vocational education, citizens who received secondary (complete) general education in foreign educational institutions who do not have USE results, graduates of general educational institutions in 2012 who did not pass the USE for valid reasons, documented, are subjected to entrance examinations in the form of the Unified State Examination within the time limits established by the orders of the Ministry of Education and Science of Russia for 2012.

If there are several USE results that have not expired, the applicant indicates in the application which USE results and in which general education subjects he uses.

With candidates from among the military personnel who did not pass the exam, from June 1 to June 30, a training camp is held to prepare for the exams.

Benefits provided upon admission

Out of competition, subject to successful completion of the entrance examinations (USE), additional tests and compliance with all other requirements for professional selection, the following are accepted:

Orphans and children left without parental care, as well as persons under the age of 23 from among orphans and children left without parental care;

Citizens under the age of 20 who have only one parent - a disabled person of the 1st group, if the average per capita income of the family is below the subsistence level established in the corresponding subject of the Russian Federation;

Citizens who are dismissed from military service and act on the basis of the recommendations of the commanders of military units;

Children of military personnel serving under a contract and having a total duration of military service of 20 years or more, children of citizens dismissed from military service upon reaching the age limit for military service, for health reasons or in connection with organizational and staff activities, the total duration of service which is 20 years or more;

Children of military personnel who died in the performance of their duties of military service or died as a result of military injuries or diseases;

Children of persons who were killed or died as a result of a military injury or illness received by them while participating in counter-terrorism operations and (or) other measures to combat terrorism;

Children of Heroes Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory;

Citizens who, in accordance with the established procedure, have been assigned the sports category of a candidate for master of sports, the first sports category or sports title in a military applied sport;

Citizens who have been trained in military-patriotic youth and children's associations that have a license;

Persons who, in accordance with the current legislation, have the right to enter without entrance examinations, out of competition, subject to successful completion of entrance examinations, or the preferential right to enter state-accredited educational institutions of higher professional education for training at the expense of the relevant budgets of the budget system of the Russian Federation, can use the right granted to them by submitting an application for admission only to one of the state-accredited educational institutions of higher professional education, respectively, for one direction of training (specialty) at the choice of the applicant. In other state-accredited educational institutions of higher professional education, these persons have the right to enter on a competitive basis (on a general basis) in accordance with the legislation of the Russian Federation in the field of education.

IV. GENERAL RULES FOR SUBMISSION AND CONSIDERATION OF APPEALS ON THE RESULTS

ENTRANCE TESTS

To consider appeals for the period of entrance examinations, an appeal commission is created by order of the head of the military institute and its chairman is appointed. In the absence of the chairman, his duties are performed by the deputy chairman.

According to the results of the entrance test, conducted independently at the military institute, the additional entrance test, the applicant has the right to submit to the Appeal Commission a written appeal statement about the violation, in his opinion, of the established procedure for conducting the test and (or) disagreement with its (their) results.

An appeal is not a retake of the exam. During the consideration of the appeal, only the correctness of the assessment of the results of passing the entrance test is checked.

The appeal is filed by applicants personally on the next day after the announcement of the assessment for the entrance test. The immediate consideration of the appeal is carried out within a day after the submission of the application.

In this case, the Appeal Commission considers only those applications for claims to the grades that are submitted within the established time limits (within a day after the exam). The Admissions Committee ensures the acceptance of appeals throughout the working day. The application for appeal must contain a specific claim of the applicant on the correctness of the assessment of the results of the admission test.

Appeals from third parties, including applicants' relatives, are not accepted or considered.

The applicant has the right to be present during the consideration of the appeal. With a minor applicant (under 18 years of age), one of the parents or legal representatives has the right to be present, except for minors recognized in accordance with the law as fully capable before reaching the age of majority.

The applicant who filed the appeal must have a document proving his identity. The parent or legal representative of the applicant must also have the relevant documents with them.

After consideration of the appeal, the decision of the appeal commission on the assessment of the entrance test * (both in the case of its increase, and decrease or leaving it unchanged) * is made. If there are disagreements in the Appeals Commission regarding the assessment, a vote is taken, and the assessment is approved by a majority of votes. The issued decision of the Appeal Commission is brought to the attention of applicants (against signature).

The minutes of the meeting of the Appeal Commission and the decisions taken by it are approved by the chairman of the selection committee of the institute. The final decision to correct the assessment, based on the decision of the Appeal Commission, is made only by the chairman of the selection committee.

V. PROGRAMS OF ACTIVITIES OF PROFESSIONAL PSYCHOLOGICAL SELECTION AND ADDITIONAL ENTRY TESTS

Professional psychological selection consists of group testing and individual interview. They take 4-6 hours to complete.

The procedure for a group psychological examination of citizens consists in conducting a series of test tasks in order to determine the level of intellectual development, psychological readiness for military service, quick thinking, communication skills and other professionally important qualities for military service.

Group testing starts at the time determined by the schedule.

Based on the results of professional psychological selection, one of the following conclusions is made on the professional suitability of the candidate for military service under the contract:

A citizen classified by the results of professional psychological selection to the fourth category of professional suitability cannot be accepted for military service under a contract.

The physical fitness of candidates for admission to the military institute is assessed:

Male citizens on exercises: pull-ups on the crossbar, 100 m run, 3 km run;

Female citizens on exercises: complex strength exercise, 100 m run, 1 km run.

The assessment of physical fitness is made up of the number of points received for the implementation of all tasks assigned for testing. exercise subject to the fulfillment of the minimum threshold level in each exercise.
