Naturally, the state is the main subject in the security system in all activities. Just like in other states, there are other security systems in Russia, but non-state ones. These include private security organizations, private detectives, associations of citizens in the field of security and public order, associations of voluntary fire protection, Cossack societies.
An important direction of the NSS is to ensure economic security. This is due to the recent economic changes in the country.

It is known that the ownership structure of Russia has changed:

State - 4%

Municipal - 6%

Other forms of ownership - 13%.

Representatives of the Ministry of Internal Affairs provided data showing that more than 23 thousand private security organizations provide security services, and about 700 thousand citizens of the Russian Federation have the status of a private security guard.

Other activities of the NSS are participation in the protection of public order, in ensuring fire safety and anti-terrorist protection of facilities.

The NSB operates within the framework of: the Constitution of the Russian Federation, the Code of Administrative Offenses of the Russian Federation, the Criminal Code of the Russian Federation, the Civil Code of the Russian Federation, the Tax Code of the Russian Federation, federal laws.

The legal status of private detective and security activities in the Russian Federation received after the adoption of the Law of the Russian Federation of March 11, 1992 No. 2487-1 “On private detective and security activities in the Russian Federation”. In this Law, private detective and security activities are defined as the provision of services on a reimbursable contractual basis to individuals and legal entities by enterprises that have a special permit (license) from the internal affairs bodies in order to protect the legitimate rights and interests of their clients.

In 2014, the Federal Law introduced a new type of security service for the protection of objects and property, as well as ensuring inside the facility and access control at facilities for which mandatory anti-terrorist security requirements are established. The law allows private security organizations to protect such facilities.
In order to implement this law, the Government of the Russian Federation has established licensing requirements for a new type of security services, as well as ensuring intra-object and access control at facilities for which mandatory anti-terrorist security requirements have been established.
Federal Laws No. 16-FZ of February 9, 2007 “On Transport Security” and No. 77-FZ of April 14, 1999 “On Departmental Security” regulate the powers of employees of non-state transport security units. The main tasks of departmental protection are: protection of protected objects from illegal encroachments; provision of access control at protected facilities and within the facility regimes; prevention and suppression of crimes and administrative offenses at protected facilities.

It is important to know that the Government of the Russian Federation approved the Rules according to which the activities of a private security organization are regulated by an agreement on law enforcement concluded with the relevant law enforcement agency or its structural unit. Currently, more than 30,000 security organizations have concluded cooperation agreements with the internal affairs bodies. In addition, private security organizations may enter into contracts with municipal authorities to assist in maintaining public order. Forms of participation of citizens in the protection of public order are determined by the Federal Law of 02.04.2014 No. 44-FZ “On the participation of citizens in the protection of public order”. These include:

Assistance to internal affairs bodies and other law enforcement agencies;

Participation of citizens in the search for missing persons;

Freelance cooperation with the police;

Participation of citizens in the activities of public associations of law enforcement orientation (people's squads).

Over the past few years, people's squads have been formed in all regions of the Russian Federation. However, according to experts, empowering people's combatants with additional powers is inappropriate, and the best option their activity is to work together with police officers.

The participation of citizens in ensuring fire safety is regulated by the provisions of the Federal Law of May 6, 2011 No. 100-FZ (as amended on July 2, 2013) “On Voluntary Fire Protection”, which provides for the creation of a voluntary fire protection for the purpose of preventing, extinguishing fires and conducting emergency - rescue operations in the territories of urban and rural settlements and in organizations.

An important role in the protection of public order is assigned to the Cossacks. In accordance with the Federal Law of January 12, 1996 No. 7-FZ “On Non-Commercial Organizations”, Cossack societies are created in the form of farm, village, city, district (yurt), district and military Cossack societies, whose members, in the prescribed manner, accept obligations to perform public or other service.

Unfortunately, as in any industry, there are problematic issues in the activities of the NSB.

First, there is no unified state policy to ensure the safety of property, and the legal regulation of the NSS does not fully meet the needs of the current state of the economy.

Secondly, there is a lack of a concept for the development of the NSS and the institution of bodyguards; uncertainty in the List of objects subject to state protection; lack of right for private security organizations to work abroad; lack of a unified methodology for calculating the cost of a daily guard post for state and municipal facilities; lack of uniform basic requirements for the organization of physical and technical protection of objects.

There is also a lack of competition between private security organizations and non-departmental security units of the Russian Guard and Federal State Unitary Enterprise Okhrana when organizing the protection of objects on a commercial basis. The existing system of auctions held by the owners of objects of budget financing makes security services non-transparent and promotes corruption schemes.

One of the main problems of the NSS is the insufficient regulation of the right to use physical force, special means and firearms by private security guards.

The development of the NSS is carried out within the framework of the implementation of the Concept of Public Security in the Russian Federation and the National Security Strategy of the Russian Federation.

The main task of the NSS is the integration of forces and means into the national system of ensuring public security, moving towards the construction of public-state and private-state partnerships.

The established Federal Service of the National Guard Troops of the Russian Federation has become a federal executive body responsible for the development and implementation of state policy and legal regulation in the field of private security activities and in the field of non-departmental security. In this regard, favorable conditions are being created for the revision of security legislation and the approval of the Concept for the Development of the Non-State Sphere of Security in the Russian Federation.

Entrepreneurial associations in the field of security play an important role in strengthening the interaction of security structures with law enforcement agencies. At present, the Coordinating Council of the Non-State Sphere of Security of Russia (CC NSS of the Russian Federation), the Industry Council for Technical Security Equipment (TSB) and the All-Russian Trade Union of the NSS have been created and are operating. All-Russian meetings of the NSB are held annually.

In October 2016, the All-Russian Industry Association of Employers in the field of security and safety "Federal Coordination Center for Heads of Security Structures" - FCC ROS was established. public procurement.

It should be noted the important role in coordinating the activities of the NSS with state bodies of such organizations as the Civic Chamber of the Russian Federation and the Chamber of Commerce and Industry of the Russian Federation. As part of the work of the Civic Chamber of the Russian Federation, hearings and round tables are held on the place and role of the NSS in the security system. Under the Chamber of Commerce and Industry of the Russian Federation, there is a Committee on Entrepreneurial Safety, the main goal of which is to develop an ideology for the protection of entrepreneurs.

Currently, the NSB is a dynamically developing sector of the economy that directly affects the safe and positive development of other areas of the Russian economy.

The participants of the meeting noted that, in accordance with the current legislation, security activities are mainly aimed at ensuring the safety of property of legal and individuals, protection of life and health protected. The need for timely improvement of legislation in the field of security is dictated, first of all, by the fact that the delay in the adoption of the necessary regulatory legal acts creates serious obstacles to the creation of a civilized market for security services. Adopted in 1992, the law “On non-state (private) security activities and non-state (private) detective activities” is largely outdated by now, since it reflects the realities characteristic of the time when security activities were in their infancy, there was no practice, many relevant questions were not addressed.

It is necessary to modernize the legislation, taking into account the needs of modern security practice, scientific developments, positive experience and legislation of the CIS member states in the non-state sphere of security. In doing so, it must be taken into account that:

The current law on PODD includes two independent, different in content, entrepreneurial activities (security (private security activities) and investigations (detectives);

It is necessary to unify the legislation of the CIS member states that regulate security activities;

It is important to create a legal basis for the formation of a unified state policy in the field of protection;

The current situation in the world and in the country requires constant improvement of legislation in the field of protection;

Legislation in security activities is required in the most complete way and meets the needs of modern practice for the settlement of legal relations arising in the process of security activities;

There is a need for a clearer definition of participants in security activities, the procedure for obtaining the appropriate status for them, their rights and obligations;

There is a need to improve the control and supervision of security activities.

After all the present speakers spoke, the Federation Council Committee on Defense and Security, represented by Chairman Viktor Ozerov, instructed the meeting participants to submit proposals by February 11, 2017 on improving the regulatory legal framework for interaction between state authorities and civil society entities entitled to participate in ensuring security in various fields activities (private security organizations, private detectives, citizens involved in the protection of public order in various forms, in information security).

For its part, the Office of the Federation Council Committee on Defense and Security (Subcommittee on Security and Law Enforcement) will summarize the information received to develop specific proposals aimed at improving the regulatory legal framework for interaction between state authorities and civil society actors.

The autumn parliamentary session is over. Viktor Bondarev, chairman of the Federation Council Committee on Defense and Security, spoke to Rossiyskaya Gazeta about what legislative initiatives were considered and what activities were carried out during this period by the Federation Council Committee on Defense and Security.

In the outgoing year, the "May Decrees" of the President of the Russian Federation turned five years old. It is this package of documents that guides both the executive and legislative branches in their activities. The Federation Council and, in particular, the Committee on Defense and Security, as a specialized one, contributes to the legislative support for the solution of the tasks set in the 603rd and 604th decrees.

During the autumn session, our Committee accompanied the parliamentary passage of a number of federal laws, most of which have not only been approved by the chamber, but also signed by the head of state.

One of the key ones was the law on the federal budget for 2018-2020. We prepared amendments to it, some of which were adopted and included in the final version of the document. Our amendment increases the amount of financial resources that will be allocated from the federal budget over the next three years for the payment of monetary allowances to military personnel and persons equated to them. The military will receive an additional 52 billion rubles next year, and an additional 66 billion rubles are allocated for these purposes in 2019 and 121 billion rubles in 2020. This is an important social achievement, because such indexation has not been carried out for five years, although this is required by Federal Law No. 306-FZ. Now the monetary allowance for servicemen will be indexed in accordance with the level of forecast inflation. Our proposal to add budgetary funds for the annual increase in monetary allowance, which is taken into account for calculating pensions for people who have served in the military and service in the units of the Ministry of Internal Affairs, the Ministry of Emergencies, the Federal Penitentiary Service, the Russian Guard, and drug control authorities, has been accepted. That is, not only the salaries of the monetary allowance of military personnel will increase, but also the amount of pension payments.

In addition, we provided legislative framework to implement the initiative of the President of Russia to index the pensions of military personnel based on the results of 2017 a month earlier than originally planned: not from February 1, but from January 1, 2018.

We accompanied the parliamentary passage of two important federal laws ratifying the documents on cooperation between Russia and Belarus: the Agreement on the joint technical support of the regional grouping of troops of the countries and the Protocol on amendments to the Agreement on the joint protection of the external border of the Union State in the airspace and the creation of a unified regional air defense system of the countries. Conditions are being created to reduce the time for restoring weapons and military equipment of military units and formations of the Armed Forces of Russia and Belarus, it becomes possible to quickly move the weapons and military equipment of the Russian part of the Group to the Belarusian base, the procedure for using weapons and military equipment by air defense forces on duty in the joint performance of combat missions is being improved. Military-technical cooperation with Belarus plays an important role for us in the context of increased tension in the Eastern European macroregion, NATO expansion to the East and the deployment of North Atlantic bloc troops on the territory of the Baltic states and our other neighbors. By the way, the members of our Committee took part in the joint Russian-Belarusian exercises "West-2017", during which they received valuable material for analysis and further use in legislative work.

Our Committee also "led" federal laws ratifying other international agreements: between Russia and China - on measures to protect technologies in connection with cooperation in the space sector, between Russia and Tajikistan and between Russia and South Ossetia - on cooperation in the field of military courier postal communication, between the CIS countries - on cooperation in the field of prevention and elimination of emergencies. The deepening of our interaction with Asian countries, which is successfully carried out both within the framework of international organizations (SCO, BRICS, EAEU, CSTO), and in a bilateral format, is in the interests of regional and world security, helps create a counterbalance to the aspirations of the pro-American "coalition" to build a unipolar world. And the mutual integration of the CIS members ensures the security of Russian borders.

On Monday, at a meeting of the Committee, and on Tuesday at a meeting of the Federation Council, we approved the Federal Law ratifying the Agreement between Russia and Syria on the expansion of the Logistics Point in Tartus and, in fact, transforming it into a full-fledged naval base. This is an epochal law. In Syria, in Khmeimim, for the first time since 2002, we have created a Russian military base abroad, located outside the territory of the former Soviet republics. We also opened a PMTO in Tartus, which we have conventionally called the "base" for a long time, but until now, the local infrastructure and legal conditions did not allow large ships to moor there, or to serve them for a long time. After signing the Agreement with the leadership of Syria, Russian President Vladimir Vladimirovich Putin submitted a draft law on its ratification, and now, according to the new rules, our warships, including nuclear cruisers, can enter Syrian ports, waters and territorial sea. Syria transfers to Russia for free use for the entire duration of the Agreement (note - a period of 49 years is set with the possibility of automatic extension for periods of 25 years) land, water areas and a number of real estate objects. The personnel of the PMTO, crew members, as well as property have privileges and immunities and, like the location of the Point itself, fall under Russian jurisdiction. The agreement on the expansion of Russia's military presence in Tartus is useful both for us and for Syria: we are strengthening our positions in the Mediterranean, while ensuring the security of the SAR and other countries of the macroregion.

The Russian defense capability is strong and self-sufficient. However, the current geopolitical situation dictates the need for active military-technical cooperation with our strategic foreign partners both on territorial and cluster principles, to form, if not blocs, then close alliances with states that support the ideas of peace, partnership and creation.

In addition to legislative acts on cooperation between Russia and other countries, our Committee worked as a responsible executor or co-executor of a number of legislative initiatives to develop the military-industrial complex, to regulate the state defense order, to develop and strengthen the Armed Forces, to improve territorial and civil defense, and social protection military personnel and their families.

Among such acts is a law that establishes responsibility for officials for abuse of official powers in the performance of state defense orders; appropriation law military ranks in the bodies of the military prosecutor's office and military investigative bodies; a law protecting public funds earmarked for the payment of pensions to military personnel; a law specifying the procedure for sending citizens to military formations for conscription military service; a law allowing citizens enrolled in the reserve after being recognized as "limited fit" for service, to be re-registered for military service and drafted into the army after being recognized as fit for service during a second medical examination; a law expanding the powers of fire departments; a law providing for the recruitment of terrorists and the organization of terrorist activities of punishment in the form of life imprisonment; a law toughening liability for knowingly false reporting of an act of terrorism; a law regulating the participation of citizens in the protection of public order; a law providing social guarantees to military personnel transferred to the Russian Armed Forces from engineering and road construction formations under the abolished Spetsstroy of Russia; a law that improves the mechanism for receiving monthly cash payments by Heroes Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory, as well as providing additional social guarantees to family members of the deceased Heroes; a law specifying the rules for the circulation of ancient (antique) weapons of cultural value.

Our Committee was responsible for holding a "government hour" with the participation of the director of the National Guard. In preparation for this event, we analyzed the state and prospects for the construction of the troops of the National Guard of the Russian Federation in the medium term, identified a number of problems in this area and developed proposals for their solution.

In the resolution of the Council of the Federation, prepared by our Committee and adopted at a meeting of the chamber following the results of this government hour, we recommend that the Government of Russia provide for the allocation of additional funds in the draft federal budget for 2019 and the planning period 2020-2021 for the payment of monetary allowances, benefits and compensations to employees, who fell under the reduction in connection with the reorganization, for the construction and purchase of housing for employees of the National Guard troops, for the improvement of the logistics of the troops. Our Committee also proposed to continue work on the formation of fundamental strategic documents regulating the activities of the new structure: a long-term concept and plans for the construction and development of the Russian Guard troops. Finally, we recommended that consideration be given to involving private security organizations in ensuring public safety and public order.

Analytical work is a significant part of the activities of our Committee. In the autumn session, we carried out analytical work in a wide range of areas: national defense, building and reforming the Russian Armed Forces, their use abroad, the development of all types of troops, the development of the military-industrial complex, state defense orders, military-industrial policy, the budget for national defense and national security, new technologies, weapons and military equipment, military science and education, scientific and applied research in the military sphere, mobilization training and army personnel, military duty and military service, military construction, military infrastructure, social issues of the military industry, international security, international military-technical and military-political cooperation, ensuring environmental, radiation and nuclear safety, national security and countering terrorism, ensuring law and order, control over the circulation of weapons and ammunition, combating illegal migration, historical and patriotic education.
During the autumn session, the Committee held a number of discussion and advisory events on various problems in the spheres of defense and security in Russia. At the end of each, we adopted a list of recommendations.

The Council for Legislative Support of the Military-Industrial Complex and Military-Technical Cooperation under the Federation Council held a meeting devoted to the development of the design potential of the military-industrial complex. This event, including extensive analytical materials for it, was prepared by our Committee.

In the process and as a result of the discussion, we formulated problems for the subsequent legislative decision, which we intend to deal with in the next session. The problems relate to the imperfection of the institute of the general designer and the institute of the general technologist; limited scope and content of the powers of general designers; insufficient funding for fundamental and exploratory applied research, scientific and technical and experimental design developments. Also, the effectiveness of the defense industry is reduced by the lack of clearly regulated deadlines for conducting development work. The current practice demonstrates a serious lag in the completion of R&D projects from the actual demand and needs of the state defense order. In my opinion, the optimal period for their implementation is 3 years, but not 10-15 years, which we often see now.
The list of recommendations that we prepared for the Government following this event is very extensive. We propose to consider the possibility of preparing a program to develop the design potential of the defense industry to ensure promising developments based on breakthrough scientific and technical solutions and the use of innovative technologies. To study the issue of creating a unified test base for weapons, military and special equipment. Take measures aimed at increasing the effectiveness of the institute of general (chief) designers and chief technologists for the creation of weapons, military and special equipment. This is, in particular, the formation of a unified information base of research and development work, the results of intellectual activity and technologies for integrated use in the creation of innovative products for military, dual and civilian purposes, as well as the development and implementation of a methodology for assessing the effectiveness of industrial technologies in the interests of ensuring production of promising models of weapons, military and special equipment.

In addition, we recommend that the current Rules for the payment of remuneration for service inventions, utility models and samples be amended in terms of determining the amount of remuneration to the author of an intellectual product and the source of funding for this payment.

The terms of reference for research and development work should include a requirement to involve higher educational and research organizations of the Russian Ministry of Defense, the Russian Academy of Sciences, and small and medium-sized enterprises that have licenses.

An up-to-date list needs to be developed promising directions research in scientific dissertations with the involvement as experts of the general designers for the creation of military military equipment and members of the Expert Council of the Higher Attestation Commission on military science and technology.

Postgraduate students of defense industry enterprises should be provided with nominal scholarships and research grants, and chief designers of state defense order products with departmental awards. It is necessary to introduce the practice of providing young specialists with service housing with the possibility of its privatization after working out a certain number of years at a defense industry enterprise or mortgage purchase of housing with compensation for part of the payments at the expense of the industry.

One of the events held by our Committee in the autumn session was devoted to monitoring the legal framework governing the pricing of products supplied under the state defense order. Pricing issues in this segment are regulated by a variety of regulatory legal documents, which prevents the proper unification of all procedures, which means that it entails excessive labor costs for all participants in the state defense order and regulatory authorities. The Federal Antimonopoly Service is currently working on the preparation of a draft Government Decree that will approve the Regulations on state regulation of prices for products supplied under the state defense order (which will also require changes to the legislation). In general, our Committee approves the concept of this document, but will insist on its completion. In particular, we propose to provide for effective incentives to reduce costs and optimize production, which will increase the investment attractiveness of defense industry enterprises. The entry into force of this Regulation should be synchronized with the introduction of the Procedure for determining the composition of costs included in the price of products supplied under the state defense order.

Considering that today the costly method of determining the cost of products prevails in the current pricing system, it is necessary to supplement the list of expenses included in the price of products under the state defense order with a number of items. This should include the costs for the purchase of resources, raw materials, materials, semi-finished products, components necessary for the manufacture of these products, for the purchase of equipment and technologies; for warranty repairs and warranty service; for remuneration of highly qualified production, engineering and scientific personnel; for recruitment, training and retraining of personnel; to compensate for the initiative research and development work, the results of which are used in the manufacture of products to fulfill the state defense order; registration and maintenance of intellectual property objects; for overhaul and capital construction; maintenance and repair of buildings and equipment to the extent that they increase the value of depreciable property; for the maintenance and operation of vehicles. In addition, the system of accounting for value added tax as part of costs should be brought to the uniformity of norms.

Legislation in the field of the defense industry is developing rapidly, and therefore the Committee advises the Government of Russia, together with interested state authorities, organizations, institutions and representatives of the expert community, to develop a concept for a draft unified codification act regulating the defense industry. The Committee is ready to join this work.

Our Committee held a round table to discuss the experience, problems, legal regulation of the activities of small and medium-sized enterprises in the defense industry, and a round table on the main areas for improving the legal framework to ensure Russia's space activities. Very fruitful discussions took place at these events, as a result of which a whole package of recommendations was prepared for the Government of the Russian Federation.

We recommended that the Government develop and submit to the State Duma a number of bills on amendments to the Law of the Russian Federation "On Space Activities". They need to provide for the replenishment of the conceptual apparatus of the industry; prescribe the use of the results of space activities for the socio-economic and innovative development of Russia; fix the procedure for registration of property rights to space objects; to resolve issues related to the use of impact areas for separating parts of space objects. We also recommended the development of a federal law on remote sensing of the Earth.

We have prepared a large package of recommendations for the Government on amending the Federal Law "On the State Defense Order". It is necessary to prescribe the possibility, by agreement of the parties, to change the terms of the contract (including the terms, volumes and costs of work) in the space sector for the performance of research, development and technological work. We consider it expedient to introduce a draft law solving the problems of technical regulation in relation to space technology and a bill on licensing space activities.

Another set of recommendations to the Russian Government concerns the need to regulate at the legislative level the participation of small and medium-sized enterprises in the implementation of the state defense order, to determine their participation rate in the distribution and allocation of funds for research and development work. Simplify the procedure for their licensing, clarify the procedure for the work of military acceptance with them, including through the MFC. Consideration should be given to the establishment of a specialized fund to finance activities to bring development work to commercial use. We also propose to amend the Strategy for the Development of Small and Medium Enterprises in the Russian Federation for the period up to 2030 in order to support relevant enterprises performing work under the state defense order. And for effective search and involvement in cooperation, it is necessary to form a register of enterprises involved in the production of weapons and military equipment and small and medium-sized businesses that meet the criteria. The Federal Corporation for the Development of Small and Medium-Sized Businesses requires a separate structural unit for the development of small and medium-sized enterprises in the field of the defense industry - the Government needs to coordinate this issue with the Corporation.

One of the off-site meetings was held by the Committee in Kostroma, where the "Safe City" project is being successfully implemented. As a result of the event, we prepared a list of recommendations addressed to the authorities. They proposed that the Ministry of Emergency Situations prepare and submit to the Government a draft law that would define the powers of regional and local authorities to create a hardware and software complex "Safe City" and sources of financing for new spending obligations of sub-federal management levels. Also, the Ministry of Emergency Situations, from our point of view, needs to develop clearer requirements for video surveillance systems at crowded facilities and coordinate the relevant systems with the Safe City APK, organize the development of a new software APK "Safe City" and its implementation in the regions. We addressed a number of proposals to the regional authorities to ensure the technical component of the Complex and the priority development of its law enforcement segment.

We had a serious discussion at a meeting on the implementation of the FTP for 2015-2020 "Housing" in terms of the resettlement of citizens from closed military camps. In preparation for the event, we monitored and analyzed the situation in the field of housing for active and retired military personnel and their families. The results of our study showed, on the one hand, positive dynamics on the volume of construction and commissioning of service housing for the military, on the other hand, the problems associated with the lack of a clear, complementary mechanism for resettlement from closed military camps after the end of the service, which would protect the interests of all parties.

The official real estate fund, despite its increase, is limited not only by the footage, but, above all, by the normatively fixed rules for its operation. New generations of servicemen with families in closed military camps enter into the right to use apartments, from which the previous ones are evicted. Having finished their service, the dismissed "pensioners" no longer have the right to claim the use of - just yesterday "their" - apartments. But also receiving compensation, that is, social payments for the acquisition new apartment, is often complicated by various conflicts of a legal and law enforcement nature. In the legal part, there is uncertainty regarding the status of a "closed military camp", which is partially lost (and along with the status, the right to receive a housing subsidy is also lost). Studied by us arbitrage practice also exhibits many irregularities.

These issues need to be addressed as soon as possible. The mechanism for this decision has already been proposed by the Ministry of Defense: to use the resources of excess and unclaimed housing stock for resettlement. Our task, as legislators, is to provide a legal framework for the implementation of this mechanism. In addition, at the legislative level, it is necessary to resolve conflicts arising in connection with the loss of the status of a military camp, to put things in order with housing certificates and compensation payments. We also see our tasks not only in legislative support, but also in parliamentary control over law enforcement.

A meaningful discussion, which has already yielded practical results, took place at our meeting on combating illegal migration. We investigated the situation in this area, identified a number of problems and proposed ways to solve them. They emphasized the need to improve measures for the deportation of illegal migrants from the country, as well as to find financial means to carry out this task. And our voice was heard: the Ministry of Finance has already found sources of funding for the procedure for the expulsion of foreign citizens and stateless persons illegally staying in Russia. In addition, our recommendation to combat fictitious registration at the place of stay has already found practical implementation. Relying, among other things, on the position of our Committee, our colleagues - deputies of the State Duma have prepared a bill that provides for criminal liability for fictitious registration at the place of stay in both residential and non-residential premises.

In St. Petersburg, we held an off-site meeting of the Council for the Social Protection of Military Personnel, Law Enforcement Officers and Members of Their Families under the Federation Council. The topic of discussion was the state and measures to improve the legal regulation of the social security of military personnel and employees with special ranks serving in the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters. In the process of analyzing the situation, a number of problems were identified in the field of social security for servicemen and rescuers.

To date, the amount of funding for the costs of providing employees of the Ministry of Emergency Situations and their families with permanent and service housing is clearly insufficient. Medical care needs are also underfunded. There is no right to appoint an early old-age pension for employees of the fire service in the regions. There are problems in the field of retraining and subsequent employment of personnel of the Ministry of Emergency Situations. Sometimes there are cases when the dismissed military personnel find themselves without housing.

In order to solve these problems, we suggest that the Government provide for the reimbursement of medical care for employees of the Ministry of Emergency Situations, included in the basic program of compulsory medical insurance. Work on the issue of allocating additional budget funds to ensure the actual need, quality and availability of medical care for employees of the Ministry of Emergency Situations, for the construction and purchase of housing for them, as well as for subsidizing the construction and purchase of housing for federal state civil servants of the Ministry of Emergency Situations in the constituent entities of the Russian Federation. Adjust the procedure for calculating seniority bonuses for contract servicemen so that the length of service that determines the accrual of seniority bonuses includes the period of work in the federal structures of the State Fire Service.
We propose to the Ministry of Emergency Situations to determine the procedure and conditions for the retraining of military personnel in a civilian specialty upon dismissal from the department.

The Ministry of Finance was recommended to expedite work on the preparation of a bill streamlining the procedure for purchasing services for compulsory state life and health insurance for employees of the Ministry of Emergency Situations. And also, together with the Ministry of Health, to consider the issue of allocating funds for additional financing of the All-Russian Center for Emergency and Radiation Medicine named after A. M. Nikiforov of the EMERCOM of Russia. The Center will use these funds to purchase high-tech medical equipment, maintain infrastructure, conduct research in promising areas biomedical science and clinical practice. All these recommendations have already been sent to the addressees.

Finally, one of the burning topics that we discussed in the format round table became historical and patriotic education. A lot of problems have been identified in this area, and to solve them, we have prepared a list of recommendations that have already been submitted to the ministers.

Among our proposals addressed to the Ministry of Education are the training of specialists in the field of patriotic education, advanced training of the assets of patriotic youth and children's associations, the development and implementation of methods of patriotic education, assistance in the development of regional and municipal programs of patriotic education, the organization of a system of patronage of schools over fraternal and individual military burials.

We advise the Ministry of Defense to continue activities to revive the names of the famous and legendary units and formations of the Russian and Soviet armies, to create museums of their combat path; invite youth, veteran organizations and the media to conduct military rituals; develop and improve the information project "Memory of the People" in order to fully provide archival data on the dead or missing in the line of military duty.

The Ministry of Culture, from our point of view, needs to help expand the geography of activities and increase the number of young people involved by the Russian Military Historical Society in holding patriotic events; to support the production and screening of films about the combat traditions of the Russian Armed Forces and the publication of literature on the exploits of the defenders of the Fatherland; to form patriotic content on the Internet, as well as to create a positive image of Russia among the youth.

Among the important issues that the Committee decided in the autumn session, I would also like to mention the sending of a parliamentary inquiry to the Ministry of Foreign Affairs, the Ministry of Justice and the Prosecutor General's Office on the measures that these federal authorities are taking to protect Russians in Ukraine. We have already received a report from all departments. In addition, we fulfilled the instructions of Valentina Ivanovna Matvienko to study the activities of public-private checkpoints across the state border in the Far East federal district. The working group created in our Committee prepares proposals for the legislative solution of the problems identified in this area.

Of the bright, very bright events, I can name the organization of a solemn event to reward and honor children who have shown personal courage in extreme situations.

Also in the autumn session, we strengthened inter-parliamentary ties with foreign states and actively interacted with them. The delegation of our Committee visited the Republic of Mozambique, where they held a number of working meetings, including with representatives and leadership of the Assembly. At home, within the walls of the Federation Council, we received a delegation of the Knesset of the State of Israel headed by its chairman, and held a series of joint events. Also, members of our Committee took part in meetings of the commissions of the Inter-Parliamentary Assembly of the CIS Member States: on defense and security issues and on harmonization of legislation in the field of security and countering new challenges and threats.

Summarizing the results of the work of the Committee in the autumn session, I would like to note that we have been solving pinpoint problems by pinpoint methods. After all, in general, legislation in the areas of defense and security meets all the requirements of today, it can be called high-quality and systematic. And we will eliminate individual gaps, shortcomings and shortcomings.

Having discussed the state and problems of the accumulative mortgage system of housing provision for military personnel (hereinafter referred to as NIS), the participants of the joint meeting note that the state pays special attention to improving the housing provision of military personnel.

NIS is one of the main forms of improving the living conditions of military families. As of January 1, 2018, 437,000 servicemen are members of the NIS. As part of the NIS, 201,000 people purchased housing, including 158,000 people over the past five years.

The most acute problem is the predicted after 2021 formation on the mortgage loan of the NIS participant of the balance of debt not repaid at the expense of state financing, which, according to the terms of the loan agreement, is subject to repayment by them at their own expense.

In accordance with Part 2 of Article 5 of the Federal Law "On the Savings and Mortgage System of Housing for Military Personnel", the amount of the funded contribution per participant is established by the federal law on the federal budget for the year the funded contribution is made in an amount not less than the funded contribution received by indexing the actually accrued and of the transferred funded contribution of the previous year, taking into account the level of inflation provided for by the forecast of social economic development Russian Federation for the next year.

Most of the lending programs for NIS participants that existed before 2018 were based on the forecast of growth in contributions in accordance with the forecast of the Ministry of Economic Development of the Russian Federation.

Due to discrepancies in the forecast values ​​of contributions stipulated in loan agreements with contributions actually provided from the federal budget, in the repayment schedules for mortgage loans of NIS participants, a forecasted debt was formed by the end of the loan period, which was not provided for by the schedule when issuing a loan. As a rule, credit institutions, when annually bringing the monthly payment schedule to the NIS participant, attribute such debt to Last year lending.

Starting from 2009, the actual need for budget allocations for funded contributions has not been met in full.

The federal law "On the federal budget for 2018 and for the planning period of 2019 and 2020" provides for 91.1 billion rubles, or 49.2 percent of the estimated need, which is 185 billion rubles, for the operation of the NIS. The projected deficit of budgetary appropriations as of January 1, 2019 will be more than 93.9 billion rubles.

Social guarantees for military personnel are a significant factor in attracting personnel to the Armed Forces of the Russian Federation, as well as to federal executive bodies and state bodies that provide for military service. A decrease in the level of these guarantees may have a negative impact on the morale and psychological state of servicemen and the quality of their performance of their duties.

1. To the Government of the Russian Federation:

consider, when drafting the federal budget for 2019 and for the planning period of 2020 and 2021, the issue of additional indexation of the amount of the funded contribution, which would allow partial early repayment of mortgage loans of NIS participants with forecast debt;

adopt a resolution providing for the possibility of directing funds from a targeted housing loan to refinance previously issued mortgage loans.

2. The federal executive authorities in which NIS participants are serving in the military, together with the Federal State Institution "Federal Administration of the Savings and Mortgage System for Housing Provision for Military Personnel" (hereinafter referred to as the Federal State Institution "Rosvoenipoteka"), shall timely inform the NIS participants about the measures taken to reduce the forecast debt after the period specified in the loan agreement.

3. The Ministry of Defense of the Russian Federation, together with the interested federal executive authorities and FGKU "Rosvoinipotek", prepare a draft resolution of the Government of the Russian Federation, which provides for the possibility of directing funds from a targeted housing loan to refinance previously issued mortgage loans.

4. The Ministry of Defense of the Russian Federation, together with the Ministry of Internal Affairs of the Russian Federation and FGKU "Rosvoinipoteka" to work out the issue of the possibility of including employees of the Ministry of Internal Affairs of the Russian Federation in the NIS.

5. To the Central Bank of the Russian Federation:

consider the issue of changing the approach to assessing the risk category (quality) of mortgage loans of NIS participants, for which forecast debt is formed;

hold a meeting with FGKU "Rosvoinipoteka", joint-stock company "Dom. RF" and credit organizations participating in the NIS to discuss the problems of mortgage lending for military personnel and ways to solve them;

consider creating conditions that allow credit institutions participating in the NIS to reduce the interest rate on mortgage loans for military personnel, including through the resumption of the program of the Central Bank of the Russian Federation to provide mortgage loans secured by mortgages issued on these loans.

6. The Accounts Chamber of the Russian Federation shall, in accordance with the established procedure, inform the Federation Council of the Federal Assembly of the Russian Federation about the results of the control measure "Checking the implementation of the Federal Law" On the federal budget for 2017 and for the planning period of 2018 and 2019 ", including in the FGKU "Rosvoenipoteka" and the Ministry of Defense of the Russian Federation.

to work out together with the federal executive authorities concerned the issue of accruing lost investment income for military personnel who are not included in the NIS on time;

to continue work on carrying out partial early repayment of mortgage loans of NIS participants at the expense of their investment income.

8. The Committee of the Federation Council on Defense and Security to organize work on the preparation of a draft federal law aimed at regulating the maximum interest rate on mortgage loans of NIS participants.

The recipe was very simple: meet old friends, only they will tell you what you really mean. I don't know, I don't think I got this disease. Probably best to ask my friends about it. And then, I grew up in a simple family: dad is a driver, four years of education, my mother finished seven classes ... It was customary for us to behave modestly. I think that what is acquired in childhood can hardly be destroyed over the years.

The newspapers also write that Ozerov, according to income declarations, is the poorest senator among 18 representatives of the Far East in the Federation Council. What, in these 15 years you haven’t built palaces for yourself, haven’t earned any capital?

- (Laughs) On this occasion, my wife, with whom we lived for 34 years, usually jokes: if you are so smart, why are you so poor?

- But there were opportunities to get rich? For sure good people offered to join some...

- (Chuckles) Projects?

- Projects, yes.

Recently I was in Abkhazia and met with my first company commander Vladimir Olegovich Vasilchenko. He is now there 1st Deputy Minister of Defense, Chief of the General Staff. We sat and remembered ... So Volodya, while still a company commander, told me, his political officer: Vit, the most important thing is that nothing sticks here (shows his palms), and everything else in life will be forgiven. Indeed, I do not own a summer house or a car. And my wife doesn't. Well, it happened, I don't know. I think that we live normally.

By the way, Ozerov did not go to Abkhazia during his parliamentary holidays, but on a business trip from the Federation Council - he watched the course of the local presidential elections. I did not have time to return, an official trip to Chisinau - to celebrate the 67th anniversary of the liberation of Moldova from the fascist invaders and the 20th anniversary of the independence of the republic.

There is a Russian-speaking patriotic organization "Veche" in Moldova, which is engaged in the restoration of monuments to soldiers who died during the Great Patriotic War. At one time, its leader Nikolai Fedorovich Hutsul turned to me as the chairman of the committee with a request for financial assistance. I, in turn, asked for support from the heads of the constituent entities of the Russian Federation, whose residents participated in the liberation of Moldova. As they say, the necessary funds were collected from the world, and on August 28, one of the memorials was opened - 1,200 people who died during the Iasi-Chisinau operation were buried there. For the most part, these are Russians, Belarusians, Ukrainians ... We, in the Khabarovsk Territory, also, by the way, take care of military graves, so we don’t have abandoned, forgotten monuments, Ozerov concludes.

But still, the main concern of the chairman of the Senate committee is about the living. What good is being done for the people involved in ensuring the country's defense and security?

Reform with a human face

Here Ozerov and his fellow lawmakers have something to brag about. The main trump card, no doubt, is the Law on Social Guarantees for Police Officers, adopted at the close of the spring session. Viktor Alekseevich most directly participated in the development of the landmark document. Its significance is such that the law enforcement agencies of Russia still cannot believe in the reality of what happened.

When last month I met in Pereyaslavka with veteran organizations of the district. Lazo, - recalls Ozerov, - and said that the salary of police officers would double from January 1, 2012, and pensions for former police officers would increase immediately by 60-70 percent, one elderly woman, a retired police lieutenant colonel, exclaimed: Maybe!". With a large audience - probably 100 people were in the hall. "Mother! - I answer. - Let's agree as follows: if from January 1 next year your pension will be increased by less than 60 percent, then I will pay extra monthly from my own pocket. Well, if more, then you will share with me! (laughs). After January 1, I will definitely go to Pereyaslavka and meet this woman - the question is very important.

In addition to salaries and pensions, the senator says, the new law provides for the allocation of cash subsidies for the construction or purchase of housing for police officers. Served as a law enforcement officer in good faith for 10 years - get an apartment in your property! For district inspectors housing will be rented, again, at the expense of the treasury.

It is clear that in a year or two or three we will not provide all employees of the Ministry of Internal Affairs with apartments, but the process has begun, a lot of money is being allocated to the federal budget for this.

How many needy police officers are there today in the Khabarovsk Territory, and what funds will be allocated to buy housing for them next year?

There are over a thousand people in line. As for the allocation of money, I will not name specific figures, since the draft federal budget has not yet been submitted for parliamentary approval.

Good news from Ozerov and for the Russian officers. A law on monetary allowance for servicemen is being prepared for adoption. The first reading has already passed.

According to this law, from January 1, 2012, as we believe, the salaries of military personnel of the Ministry of Defense and internal troops Ministry of Internal Affairs, and from 2013 the salaries of other "siloviki" - the FSB, the FSO, etc. will rise by the same amount. Accordingly, pensions will increase, and at once for everyone at the same time - from January 1 next year - regardless of the power structure.

In addition, according to Ozerov, the Ministry of Defense intends to provide permanent housing for all (!) officers on the waiting list within two years (!)

Last year and the year before last, more than 100,000 apartments for officers were built in Russia. Even in Soviet times, there were no such rates. And over the next two years, we expect to completely remove the problem with permanent housing. So, in the Khabarovsk Territory, only 1,900 apartments remain to be built, and there is a clear understanding that they will be built: 950 this year and 950 in 2012. The next task is the construction of service housing. The President has given two years to decide. That is, by 2014 the country will have created the necessary fund of service housing. And this fund is already being formed. Including in our region. For example, in Volochaevsky town and on Krasnaya Rechka, we determine the list of apartments that will have the status of service apartments and be transferred to officers according to their position.

In a single key

A few days ago, the governor of the region, Vyacheslav Shport, approved the procedure for providing housing to former military personnel - is this somehow connected with the plans listed above?

This is very good decision– as an addition to the measures that we are taking today. It concerns the former military men who before January 1, 2005 were registered with local governments as those in need of housing. As you understand, waiting for an apartment from the municipality in the order of the general queue today is almost hopeless, so it was decided within the framework of the Housing program to allocate the military in a separate queue at the level of territories, regions and republics with appropriate funding. If I am not mistaken, 11 billion rubles have been allocated from the federal budget for this year across the country.

You have been delegated to the Federation Council by the regional Legislative Duma, which you previously headed for many years. And how are your relations with the executive power of the region and personally with the governor?

When on July 30 of this year I reported on my activities in Khabarovsk, I frankly said that I was in constant interaction with both the governor and the legislative duma. I represent the Khabarovsk Territory in the upper chamber, which means that, to the best of my ability, I am obliged to solve all its problems. My position: the better in the region, the better for me. Therefore, we work with Vyacheslav Ivanovich Shport in a single vein, in any direction. For example, just two months ago, in the Ministry of Defense, they dealt with the issues of the Amur Shipbuilding Plant, primarily related to the completion of a corvette for the Navy. An understanding was reached that if in 2013 the Komsomol members launch a vessel with high quality, then the construction of ships of this series can be continued by the plant. There are prospects for other programs, including submarine shipbuilding. We also resolve issues related to the loading of defense industries in the village of Elban and the city of Amursk. It was possible to agree with the FSB on payment for the work performed at the plant in Nikolaevsk-on-Amur, where a ship for the border guards was being built. About 13 billion rubles were paid, which made it possible to remove certain social tensions in the team. This is about my military department”, but we have to jointly solve many other tasks: whether it is providing clean water to the cities of Khabarovsk and Komsomolsk-on-Amur, transferring kindergartens to municipalities or further fate Khekhtsirsky Reserve...

Without a gun in my bosom

Among the questions that journalists traditionally ask the chairman of the Senate Committee on Defense and Security is the attitude towards arming the civilian population. I don't hold back either.

Viktor Alekseevich, I know that you are opposed to the transfer of small arms to non-military hands. Interestingly, your position has not changed after the events in the Ural village of Sagra, when local residents fired on visiting bandits?

No, I still don't like it.

- Like a military man?

And as a military man, and as a man who is friends with the head. I think we have not yet reached the level of mentality that would allow the free circulation of weapons. People are not ready for this.

The colonel in Ozerov's reserve, meanwhile, has a pistol. Award. However, he does not keep it in a holster in his bosom, but in the safe of the former commander of the Far Eastern Military District. Incentive for the soldier

About conscription in the army. Another sore subject. Young people do not want to serve, and many parents are ready by hook or by crook to protect their children from the soldier's lot, contributing to the extent of financial possibilities to the growth of corruption in our military registration and enlistment offices. So he can agree with the proposal of one of the deputies from the Liberal Democratic Party, who came up with an interesting legislative initiative: if you pay the state a million rubles, you are released from military duty?

Ozerov, of course, is against such deals. He has a completely different approach. It is necessary to encourage the guys so that they voluntarily join the army, he believes. One of the incentives is the preservation of a job for a young man. Viktor Ozerov has already prepared a corresponding draft law.

Why do many guys run away from the army? the senator reflects. - Not necessarily because they are afraid of hazing or for fear of wasting a year, but because they are afraid to lose their existing job, which gives them and their families a perspective on life. Here, we know what's behind women's maternity workplace is preserved for three years, and a soldier goes to serve for a year - and loses everything. It is not right. Therefore, I propose to assign a workplace to a person for the entire period of conscription service. By the way, this rule already applies to state and municipal employees. It would be fair to extend it to all citizens.

If this "draft" bill by Viktor Ozerov is still going through a difficult stage of discussion, then another initiative of the Khabarovsk senator has already found its legislative embodiment: since 2011, secondary school graduates who have reached by the time of graduation educational institution 18 years old, receive a reprieve from the army until the fall. Previously, after all, they could hand over the agenda immediately after the graduation ball. And now the guys at least have the opportunity to enter the university in the summer. Entered - study further, no - go to the recruiting station. Probably right.

- And why are you against alternative civilian service?

I am for if the conditions stipulated by law are met. Yes, this does not take root in Russia - since 2007, only 1977 people have used the right to alternative civilian service.

"We're moving where we need to go"

What is your attitude towards religion in the army? And in general, who should be responsible for educational work among military personnel - a priest or a political officer?

It does not interfere. Once I told the Minister of Defense in a rather harsh manner that we ruined the system of educational work in the army. At one time I had to fight a lot for the preservation of the Novosibirsk Political School, which I graduated from - thank God, it remained. If a political officer hurts someone's ear, let there be an educator, deputy. commander for work with personnel - you can call it whatever you like! But I am deeply convinced that such a person is needed in the army. If there are still assistants to work with believing servicemen, this will not hurt either. The only thing is that there should not be infringement of other religions and denominations.

As I understand it, you are optimistic about the progress of the reform of the Armed Forces and law enforcement agencies?

I agree with the goals. That a soldier does not sweep the parade ground, does not fight for the harvest - that's right. That the intensity of combat training has increased, we fly more, shoot more - this is good. But I have always said that the most important thing is that people should not suffer during these reforms. Of course, there are certain excesses. For example, I do not agree with everything that is happening in military education. It is not easy to reform the Ministry of Internal Affairs. But in principle, we are moving where we should.

The autumn session of the Parliament will start soon. What is prepared in the baggage of your committee, what will you be doing in the near future?

Here before you lies the draft Federal Law "On the system of state control (supervision) in the field of ensuring flight safety in the Russian Federation." Today I will sign and send it to the State Duma to Boris Vyacheslavovich Gryzlov. We worked on it for quite a long time together with the Ministry of Transport and the Ministry of Defense, this is probably the 20th version of the document. In the bowels of our committee, the draft law “On Small Aviation” is also being finalized - it is also time to put things in order in this area. And most importantly, we need to finalize the Law on the monetary allowance of servicemen - after all, it was adopted only in the first reading. And, of course, we have to work on the budget, because everything we are talking about must be reflected in the main financial document of the country. This is the main thing we will be doing in the fall.
