We are forced to contact you directly, because otherwise it is impossible to correct the crisis situation in which, under the leadership of Rector A.N. Our university, like any higher educational institution, these are, first of all, students and teachers, the educational process, the training of specialists, therefore, in today's difficult situation, it is necessary, first of all, to preserve the teaching staff of departments and institutes, as well as the educational and methodological department (AMU) and the library, which is especially important in anticipation of accreditation and licensing of the university. These items of expenditure should not be reduced or financed on a residual basis, as this will immediately affect both the quality of the educational process and the number of future paying students.

However, in practice, everything happens as if on purpose, so that the University does not pass accreditation and does not receive a license, freeing up expensive territory for commercial projects. Instead of an increase in the salaries of researchers, professors and teachers, there is a swelling of auxiliary administrative staff, which, moreover, does not help, but makes it difficult for the departments, institutes, UMU and the library.

Psychologically, university teachers are depressed by the situation when the salaries of employees of auxiliary structures significantly exceed the amounts received for their main activities at the university by teachers. To date, the salary of senior teachers is much lower than the salary of ordinary employees of departments and departments and is close to the salary of cleaners. That is, the idea itself is discredited higher education and teacher status.

The Human Resources and Records Department has a colossal staff. But all orders, with the exception of the release of students from classroom studies, are prepared by the institutes, all student registration cards are filled in at the institutes. The legal department also does not fulfill its duties, shifting the development of any "Regulation" to the initiators. Teacher after preparing and conducting training sessions, developing teaching materials must draw up a legal document and submit it to lawyers for verification. Lawyers point out mistakes and send participants in the educational process to correct mistakes several times instead of helping. As a result, any step of the student and the teacher stretches for weeks.

The current leadership of RGUFKSiT did not bother to answer simple questions from teachers and students:

Why does a cleaner get as much as a teacher, and secretaries and clerks as much as an assistant professor?

Why do some departments have several dozens of positions, while we have to prepare the documents ourselves?

Why is the pay cut mainly for teaching staff?

Why do legal departments, personnel departments, UPRZ, etc. give us advice on how to do their job for them?

We know that you, Dmitry Anatolyevich, after the fiasco of the Russian team at the winter Olympic Games in Vancouver in March 2010, there were specific questions to the leadership of Russian sports. Unfortunately, not all of the questions raised received a proper response then. For our part, we can reveal one of the mechanisms of the degradation of sports science, which, among other things, led to similar results.

Thanks to the very real care of the state about sports, in 2008 modern medical diagnostic equipment was purchased for our University with huge budgetary funds of several tens of millions of rubles. However, all this equipment necessary for Russian national teams and future champions is still unpacked in the warehouse. For one simple reason - in the bloated staff of the university there was no rate for specialists capable of setting up and operating complex medical equipment.

Stubborn ignoring by the rector A.N. Blaer of questions persistently repeated by the working part of the team makes us look for other sources of answers. Recently, we, teachers and students of RGUFKSiT, have been meeting with great interest each new book well-known journalist A. Khinshtein, who specializes in criminal investigations. So in the book "Hunting for Werewolves" the participation of the current rector A.N. Bleer and Vice-Rector M.V. Tarasenko in the criminal wars of two groups for control over the Izmailovo markets, from which our heroes emerged without much loss, despite the fact that the opposing Golyanovskys were protected by the former head of the MUR General Kuptsov himself.

In another fascinating detective book, The Case of the Golyanovskys: Fights without Rules, the details of the creation of A.N. Bleer of an organization with the remarkable name "Commonwealth for the Promotion of Development and Coordination of the Interests of Enterprises and Organizations Operating on the Territory of the RGAFK" (abbreviated as "Sportacademgroup"). Apparently, it is these details that most fully reveal the interests of the president of the Sportacademgroup, A.N. Bleer, which are subject to such strange for an ordinary university management principles of the University of RGUFKSiT.

With great and unflagging interest we expect the release of future books by A. Khinshetein and other authors about the history of the rise and fall of the Cherkizovsky market, the notorious "Cherkizon". For some completely unusual reasons, it was decided to hang all the responsibility for the outrages that were happening on the territory of the RSUPC on the former rector O.V. Matytsin, who is accused of illegally renting lands belonging to the university. Although everyone knows that the real manager of the land and a partner of semi-criminal structures was A.N. Bleer, who went on to a promotion instead of a well-deserved criminal prosecution.

However, the reasons for such impunity are also known to everyone. If Bleer himself does not condescend to explanations, then his faithful squire, who grew out of the former reketir "infantry", Vice-Rector M.V. Tarasenko intelligibly explains to those who wish who and how "covers" not only the former Cherkizon and the future commercial complex in its place, but also all the security forces of the Eastern District. We are talking about an old business partner A.N. Bleer from law enforcement officers - E.V. Kaburneev, former assistant and deputy prosecutor of the Izmailovo interdistrict prosecutor's office in 1995-2004, and now deputy head of the department of the Prosecutor General's Office of the Russian Federation for supervision over the implementation of laws on national security, interethnic relations and countering extremism. In addition to participating in the fate of "Cherkizon" and its "president" A.N. Bleer, prosecutor Kaburneev managed to faithfully serve the well-known Solntsevo group, which, apparently, is taken into account when career growth at the Prosecutor General's Office.

The old policemen still remember, probably, how he called the squad and demanded to detain his own housemate (!), Who dared to put the car in the place that Kaburneev considered his own. I have a lot of personal connections with him. Two criminal cases were brought against me under his leadership. The first lasted 2 years, when the beginning collapsed, for some reason they were sent to the Ostankino prosecutor's office so that the local prosecutor apologized for illegal criminal prosecution. The second cost me more - 12 years of hassle, of which 2 years Sailor's Silence. Only last year, the Supreme Court of Russia began to rake up what Edik Kaburneev thought up. "The state will compensate you for the harm." Yes, although I'm not rich, I myself would have paid extra so that Kaburneev served two years! Everything written in the teacher's letter is FULL TRUTH! The country's leading university in its field was practically destroyed. If the money had not been stolen, then the students would have been sitting on gold benches. And all the money went to pay for the deputyship of the past rector. The institute has created devil-knows what departments. Even during my student days, when I met these "fighters for foreign capital" I heard: "Lyosha, what's the matter? Work in the police is not the profile of our institute!"

The paradox of the present time is such that in almost all universities of our beloved vast Motherland, teachers receive "decent" wages ... Why our Management does not think about the future is beyond me! I myself taught at the university... I loved my work and received moral satisfaction from it... ..but the salary of a teacher at our university was also at the level of cleaners... This led to the fact that now at the faculty the average age of professors and teachers composition is - 57-60 years old Young cadres are forced to look for other work and often not in their specialty - where they pay more, since a teacher's salary cannot feed a family! ... not everyone succeeds in participating in R&D. Alas, it is not surprising that the audit of the Accounts Chamber, initiated at your direction, Dmitry Anatolyevich, did not find cafes, shops, retail outlets, auto repair shops and parking lots illegally operating on the territory of the university, as well as the 3rd floor of an illegally built-on hotel that suddenly burned down. The inspection did not find the expenses for the numerous personal security of the rector, did not find foreign cars worth one hundred thousand dollars, purchased with budget money. I did not find any facts of extortion, illegal deductions from state scholarships for the best athletes. Moreover, the accrued amounts, for example, to football players were 7-8 times higher than those actually issued.

Dear Dmitry Anatolyevich! And what is the point of giving instructions to the Accounts Chamber after that? If, in fact, your authority is being traded, covering up semi-criminal geshefts and gray schemes of schemers.

Not that these gentlemen were not at all afraid of inspections. Not! They are afraid and how. Every time after another scandal and the threat of checks, the rector A.N. Bleer falls "for preservation" into the Israeli blade. It is understandable, from there in which case there is no issue. However, it seems that he does not feel completely safe there either. Otherwise, it is difficult to explain why the most anti-Israeli of the legal information resources is based in the building of the RSUPC - the official nationalist magazine of the Moscow Arab community, also financed by left-wing RSUPC contracts with former "Cherkizon residents" from among the Arab businessmen. It looks more like a tribute to the Arabs for personal safety in the "promised land". Not otherwise than in this matter, A.N. Bleer is trying to protect himself as much as possible, mindful of O.I. From the point of view of the administration's attitude towards staff and students, RSUPC is not much different from the charitable institution praised by Ilf and Petrov. Although the "blue thief" Alkhen, of course, did not dream of the scale of feeding Alexander Nikolaevich relatives, acquaintances, accomplices and former brothers-comrades in the organized criminal group. The only thing that was not clear in this whole story was how the rector counted on re-election by a team unanimously opposed. How did he manage to win a majority in such circumstances. This mystery is great, but the secret ballot is provided for by the law on education. Therefore, after the re-elections in the summer of 2011, the teaching staff is still in shock. How so? No one voted for Bleer, except those close to him, and he won?

Alas and ah, but this brilliant combination could not be kept a complete secret. I really wanted to brag to the direct participants in the scam, so there was a leak. Although, they say, the experience of holding “elections” at RSUPC is going to be adopted by other universities and regions, it is painfully innovative. And most importantly, none of the most international observers, video cameras and round-the-clock recording prevent the organizers from getting the desired result.

And all you need is to order ballot boxes not just anywhere, but from the same masters who make circus equipment for magicians. Ballot boxes with a double bottom - an ingenious solution to the problems of democracy in a single university! Ostap Ibrahimovic would be pleased with his students and followers. Ballots with marks against are thrown from above, and at the end, the same ballots are poured out of the ballot box, but with pre-marked “for”.

Dmitry Anatolyevich! The venerable title of "wizard", which you erroneously assigned to the chairman of the CEC of the Russian Federation, in the light of these revelations looks like only an advance payment. So there is one more proposal - to immediately award A.N. Bleer the title of "Honored Magician of the Russian Federation" for his outstanding contribution to political and circus art.

"Authoritative" rector of RGUFKSiT Alexander Bleer ruined the country's leading sports university

Something wrong has been going on in Russian sports lately. After a series of “conquests” of venues for holding world championships - the Sochi Olympics-2014, the Ice Hockey World Championship-2016 and Football-2018 - we are failing world tournaments one after another.

It is clear even to a non-specialist that the matter here is not in individual failures of athletes and not even in the absence of the notorious “team spirit”, but in a system that is clearly failing. And this failure must be eliminated. It's not too late yet. Until Sochi burst out.

The Russian authorities allegedly guessed right with the meeting of the Presidium of the Council under the President of the Russian Federation for the development of physical culture and sports. It took place in Krasnodar on May 16, and exposed very serious problems associated, first of all, with a weakened personnel base. Vladimir Putin presiding over the Council did not hide this obvious gap, which led to what we have today. According to the head of the Russian government, it is vital to involve famous Soviet specialists in the work. Need to create 'em to work comfortable conditions. And to use their gigantic experience in the system of training new generations of sports instructors, teachers, coaches.

The main role in creating these very conditions, in particular, financial stability, Putin assigned to the Ministry of Sports, Tourism and Youth Policy. Its head, Vitaly Mutko, said in front of Putin, in fact, the right things, but all this looked very much like a report on successes and tasks. Speaking about the importance of caring for experienced specialists, Mutko for some reason did not mention specific examples of such care.

The minister did not say a word about the situation around the Russian State University of Physical Culture, Sports and Tourism - the oldest glorious "forge of athletes" that has nurtured more than one outstanding champion. situations that many knowledgeable people otherwise than blatant is not called.

Honored professors and associate professors of the university, its students, who have already written several official letters to the highest sports department of the country and personally to President Medvedev, did not wait for at least some intelligible comment.

We are talking about numerous complaints against the rector of RGUFKSiT Alexander Bleer, who, according to the signatories of the messages, is systematically ruining the university’s educational system, which has been debugged over the years, for the sake of commercial projects that are beneficial for a narrow circle of people “especially close” to him.

“In practice, everything happens as if on purpose, so that the university does not pass accreditation and does not receive a license, free up expensive territory for commercial projects,” we will quote only some excerpts from a letter from teachers addressed to President Medvedev. - Instead of increasing the salaries of researchers, professors and teachers, there is a swelling of auxiliary administrative staff, which, moreover, does not help, but complicates the work of departments, institutes, UMU and the library. Teachers are psychologically depressed when the salaries of employees of auxiliary structures significantly exceed the amounts received for their main activities at the university by teachers. Recently, the prosecutor's office revealed violations in the registration of "dead souls" in the service departments of the university, which are much larger than the teaching staff, for which the heads of the personnel service and other departments have been receiving salaries for a long time. But in recent months stopped paying social scholarships to students.

The staff of attendants, where, basically, employees dealing with issues of other firms of the rector are registered, swelled up to 1000 people with only four hundred members of the teaching staff. The academic council includes 14 people from service departments that are not related to either the educational or scientific activities of the university, which is unacceptable even by the name of the governing body. For 5 years, during which Alexander Bleer is “at the helm” of the university, not a single sports facility has been built or repaired where classes are held (tennis courts are leased for warehouses, small football fields are rented).

The entire teaching staff is intimidated either by salary cuts or dismissal from their positions due to their disbandment, as happened with many departments at the university. As a result, the only thing left for the teachers is to write nameless letters addressed to the President and the Minister of Sports. It is unlikely that anyone will argue with the fact that if there is at least a quarter of truth in these messages, the minister is simply obliged to respond. At least in some way. But Mutko for some reason prefers to keep partisan silence.

At the same time, the more egregious facts of the rector's activity of Mr. Bleer remained outside the scope of these open letters. And these facts, like nothing else, explain the deep essence of the problems that have developed in the once famous forge of sports personnel.

For example, when RGUFKSiT won the competition of the Ministry of Education of the Russian Federation for innovative educational programs, for which more than 300 million rubles were allocated. As a result, unlicensed equipment was purchased with the allocated budget money, at prices several times higher than the market one, and on which official research cannot be carried out. The walls were painted and the windows were replaced, after which the rector decided that now the university is innovative. More than 120 million rubles worth of equipment was purchased for the medical unit, which was closed immediately after that, and most of the equipment was never seen at the institute.

Immediately after winning the competition, Bleer appointed one of the members of the commission, Knyazeva Marina Maksovna, as vice-rector, who made the decision on the winner of the competition for innovative educational programs. As a result, this lady worked at the institute for a little over a year, in fact, having controlled the “development” and division budget funds, after which Bleer fired her as unnecessary.

In the dormitory building, both residential and non-residential premises are rented for cash, bypassing the university, and this despite the fact that there are not enough places for students, and the money goes into the pockets of leaders. Competitions for the purchase of goods and work are announced with VAT, and contracts are concluded without VAT: as a result, the millionth difference goes into the same pocket - the head of the university. All the main sports facilities of the university, including the athletics arena, swimming pool, ice palace, require overhaul, and this despite the fact that budgetary funds have already been allocated for their repair more than once.

If we talk more about sports facilities, then for last years only 4 small sports facilities (inflatable type) were built in RGUFKSiT, which, due to their size and sanitary and hygienic requirements, are not intended for training sessions, but they are very well rented, the money from which goes around the university budget. But on the territory of the university, a restaurant was very successfully organized, which is the permanent residence of the rector Bleer, and in which “gladiator fights” are regularly held in the ring to amuse the “relatives” of the rector.

The fact that the rector Alexander Bleer in the past is an authoritative businessman with great connections with the Izmailovo and Golyanovskaya groups is known to every student of the university. Witnesses say that even on the recent celebration of the 93rd anniversary of the founding of the university, the rector went on stage with a weapon. Armored cars, weapons and a bunch of guards are the constant accompaniment of Mr. Bleer during his movements around the city.

In June 2009, the Moscow Administration of the UPC RF initiated a criminal case against the rector Alexander Bleer under part 3 of article 285 of the Criminal Code of the Russian Federation (abuse of official powers), suspected of illegally leasing land to organizations operating in the Cherkizovsky market. The details of the case were then reported by the head of the Moscow Department of the UPC RF Anatoly Bagmet:

“The suspect, using his powers in the field of exercising the granted rights of permanent use of federally owned land plot with an area of 664,781 thousand square meters, located at the address: Lilac Boulevard, possession 4, entered into lease agreements with commercial organizations, however, lease payments were received on the settlement accounts of RGUFK, bypassing the federal budget. The damage to the state amounted to 77.6 million rubles,” said the head of the Department.

However, Bleer managed to "hush up" this problem. A few days later, the investigation switched to Oleg Matytsin, the former rector of RGUFKSiT. The results of the case have not yet been made public.

The main assistants to the rector are generally a separate issue for the work of the prosecutor's office: Vice-Rector for Sports and Educational Work Stradze A.E. was appointed to the position on false documents (candidate of science diploma), and Vice-Rector for Innovative Development Tarasenko M.V. in the dashing 90s, he was part of the same criminal gang with Bleer. Now yesterday's bandit is responsible for the finances and innovative development of a higher educational institution.

Recently, the university won a competition for the analysis of the Cherkizovsky market. How can a higher education institution carry out such activities without appropriate licenses and work experience (Vice-Rector for Innovation Tarasenko is responsible for this)? Not only that: after carrying out these works, the university requires the allocation of additional multimillion-dollar budget funds for the construction of the fence and other work that was completed even before the start of the analysis of the market. At the same time, when dismantling the market, containers and scrap metal are sold, but it is not known where the funds received go.

Currently, a criminal case has been initiated against Alexander Bleer for non-payment of taxes to the federal budget in the amount of 120 million rubles. I wonder what for recent times RGUFKSiT checked a large number of organizations that have revealed a large number of violations, but for a number of well-known reasons, these commissions are silent. But how long will Rector Bleer have enough funds for all these violations to go unnoticed?

In 1990 he graduated from the coaching department of the State Central Order of Lenin Institute of Physical Culture with a degree in Greco-Roman Wrestling.

In 1998 he defended his Ph.D. thesis, and by the decision of the Dissertation Council of the Russian State Academy of Physical Culture, he was awarded the degree of Candidate of Pedagogical Sciences.

In 1999 he graduated from the Faculty of Law of the Institute of International Law and Economics. Griboyedov with a degree in Jurisprudence, was awarded the qualification of Lawyer.

In 2004 he graduated from the Faculty of Management Psychology of the Russian Academy of Public Administration under the President of the Russian Federation.

Currently, he is the rector of the Russian State University of Physical Culture, Sports and Tourism (RGUFKSiT) and the head of the Department of Theory and Methods of Applied Sports and Extreme Activities of the RSUFKSiT.

A.N. Bleer has published about 70 scientific papers, published 18 teaching aids and programs, under his supervision 3 Ph.D.

In the period from 2002 to 2004 Bleer A.N. repeatedly traveled as part of a humanitarian mission of the Main Directorate of Personnel of the Ministry of Internal Affairs of Russia to the Temporary Operational Grouping of bodies and units of the Ministry of Internal Affairs conducting a counter-terrorist operation in the North Caucasus region, made a significant contribution to maintaining the morale of fighters and commanders, as well as providing them with professional and social help.

For the successes achieved, great personal contribution and active participation in organizing and holding competitions in service-applied sports and charitable activities to provide humanitarian assistance to law enforcement officers located in the North Caucasus region, for assistance to law enforcement agencies and internal troops in resolving issues of social and legal protection of veterans, disabled people and families of the victims, Bleer A.N. was awarded the badges of the Ministry of Internal Affairs of the Russian Federation: “For the nobility of thoughts and deeds”, “For fidelity to duty”, “Participant in hostilities”, “For assistance to the Ministry of Internal Affairs”, “For distinction in service” (the last four were awarded at the headquarters of the Group in the settlement of Khankala), as well as: “Gratitude of the Minister of Internal Affairs of Russia”, “Gratitude of the Deputy Minister of Internal Affairs of Russia”, “Gratitude of the Chief of the Main Department of Internal Affairs of the city of Moscow”.

Alexander Nikolaevich Bleer is the founder of the Department of Theory and Methods of Applied Sports and Extreme Activities at the Russian State University of Physical Culture, Sports and Tourism. Under his leadership, the department opened a new direction in the field of physical culture and sports related to human activities in extreme conditions on land, water and air. Three of the five specializations of the department, namely: mountain sports, underwater sports and aviation sports for the first time in the Russian Federation received the status of higher education. Thanks to the work of Bleer A.N. The department has developed and successfully applied new methods and technologies for improving the effectiveness of the educational process, some of which are unique and have no analogues in the world.

As part of the scientific work, Bleer A.N. actively develops cooperation between the Department of Applied Sports and Extreme Activities of the RGUFKSiT with special special-purpose units (TsSN, FSB RF, VV MIA RF). Developed and tested 20 training programs for special employees. services and law enforcement agencies in various specializations of the department, and some of them have been introduced into the practice of training employees of special units for special purposes (TsSN, FSB of the Russian Federation, Internal Troops of the Ministry of Internal Affairs of the Russian Federation).

Being a graduate of the university, and continuing to work within its walls for many years, A.N. Bleer makes a significant contribution to the preservation and improvement of the material, educational and scientific base. Bleer A.N. conducted and continues to conduct events that contribute to strengthening the position of the university in the university space. A huge role in this was played by the victory of the university in the competition of universities implementing innovative educational programs within the framework of the Priority National Project "Education". As a result of the program implementation, laboratory equipment for the stands of the research complex was purchased and deployed, new educational programs were developed, the material and technical base was modernized, multimedia classes, computer classes, problem mini-laboratories and much more were created. All this provides a consistent, comprehensive and high-quality education for graduates of RGUFKSiT. In addition, the Russian State University of Physical Culture, Sports and Tourism was the first among sports universities to switch from a faculty to an institute system. Now in the structure of RGUFKSiT there are the Institute of Physical Culture, Sports and Fitness, Humanitarian Institute, Institute of Tourism, Recreation and Rehabilitation, Institute of Correspondence and Distance Learning. Also, new specialties were opened at the university: "Organization of work with youth", "Psychology", "Economics".

Bleer Alexander Nikolayevich is distinguished by the highest efficiency, self-discipline and dedication, which allow him to organically and effectively combine a large coaching, teaching, scientific activity.

Something wrong has been going on in Russian sports lately. After a series of “conquests” of venues for holding world championships – the Sochi 1014 Olympics, the 2016 Ice Hockey World Championship and the 2018 Football World Championship – we are failing world tournaments one after another.

The Russian authorities allegedly guessed right with the meeting of the Presidium of the Council under the President of the Russian Federation for the development of physical culture and sports. It took place in Krasnodar on May 16, and exposed very serious problems associated, first of all, with a weakened personnel base. Vladimir Putin presiding over the Council did not hide this obvious gap, which led to what we have today. According to the head of the Russian government, it is vital to involve famous Soviet specialists in the work. We need to create comfortable conditions for them to work. And to use their gigantic experience in the system of training new generations of sports instructors, teachers, coaches.

The main role in creating these very conditions, in particular, financial stability, Putin assigned to the Ministry of Sports, Tourism and Youth Policy. Its head, Vitaly Mutko, said in front of Putin, in fact, the right things, but all this looked very much like a report on successes and tasks. talking about the importance of caring for experienced specialists, Mutko for some reason did not mention specific examples of such care.

The minister did not say a word about the situation around the Russian State University of Physical Culture, Sports and Tourism - the oldest glorious "forge of athletes" that has nurtured more than one outstanding champion. A situation that many knowledgeable people do not call anything other than egregious.

The staff of attendants, where, basically, employees dealing with issues of other firms of the rector are registered, swelled up to 1000 people with only four hundred members of the teaching staff. The academic council includes 14 people from service departments that are not related to either the educational or scientific activities of the university, which is unacceptable even by the name of the governing body. For 5 years, during which Alexander Bleer is “at the helm” of the university, not a single sports facility has been built or repaired where classes are held (tennis courts are rented out for warehouses, small football fields are rented out).

Immediately after winning the competition, Bleer appointed one of the members of the commission, Knyazeva Marina Maksovna, as vice-rector, who made the decision on the winner of the competition for innovative educational programs. As a result, this lady worked at the institute for a little over a year, in fact, controlling the “development” and sharing of budget funds, after which Bleer fired her as unnecessary.

In the dormitory building, both residential and non-residential premises are rented for cash, bypassing the university, and this despite the fact that there are not enough places for students, and the money goes into the pockets of leaders. Competitions for the purchase of goods and work are announced with VAT, and contracts are concluded without VAT: as a result, the millionth difference goes into the same pocket - the head of the university. All the main sports facilities of the university, including the track and field arena, the swimming pool, the ice palace, require major repairs, and this despite the fact that budget funds have already been allocated for their repair more than once.

If we talk in more detail about sports facilities, then in recent years in RGUFKSiT only 4 small sports facilities (inflatable type) were built, which, due to their size and sanitary and hygienic requirements, are not intended for training sessions, but are very well rented, the money from which goes around the university budget. But on the territory of the university, a restaurant was very successfully organized, which is the permanent residence of the rector Bleer, and in which “gladiator fights” are regularly held in the ring to amuse the “relatives” of the rector.

“The suspect, using his powers in the field of exercising the granted rights of permanent use of a federally owned land plot with an area of 664,781 thousand square meters, located at the address: Sirenevy Boulevard, possession 4, entered into lease agreements with commercial organizations, however, lease payments were received on the settlement accounts of RGUFK bypassing the federal budget. The damage to the state amounted to 77.6 million rubles,” said the head of the Department.

However, Bleer managed to "hush up" this problem. A few days later, the investigation switched to Oleg Matytsin, the former rector of RGUFKSiT. The results of the case have not yet been made public.
