The procedure for the recognition of foreign documents on education is determined by the order of the Ministry of Education of Russia No. 15 dated 01.01.2001. Currently, Rosobrnadzor has concluded agreements with 6 expert centers (in Moscow (2), St. Petersburg, Rostov-on-Don, Kaliningrad, Yekaterinburg). The procedure is paid. Prices are set by the centers themselves. The centers carry out technical work. Rosobrnadzor makes a decision and signs certificates of equivalence. The terms for consideration of documents depend on the state where the document comes from, i.e. whether there are agreements with this state on the mutual recognition of documents on education or not. In the latter case, it is necessary to conduct an examination of the content, and the duration of the recognition procedure can be up to several months. The standard term for consideration of documents is about a month. Currently, an administrative regulation on the recognition of foreign documents on education is being developed.
